Some people think that citizens are responsible for the cleanliness and tidiness of the areas where they live, especially the streets, and this is because sanitization is one of the many fundamental duties of citizens. When residents understand their role in this society, they will refrain from littering on the roads. As a result, streets will be less dirty. The people of Sweden are the perfect example of such a scenario. They are highly cautious about their surroundings, and they use bins on the sides of the roads to throw the garbage. 

Several people believe that sanitization and cleanliness are the responsibilities of the government because people have elected them so they can manage the sanitary plans and provide basic infrastructures. Therefore, local administration should hire experienced waste management companies. If the authorities do not recruit the waste management firms, the dustbins would be overflowing with garbage. Eventually, the streets would be littered. In case these waste management firms do not work adequately, the government bodies should take strict actions against them. A prominent journal of China published a report which states that overflowing waste decomposes and contaminates the air with toxic particles such as nitrous oxide and methane. Owing to this, people suffer from diseases such as fever, typhoid, and food poisoning.

In conclusion, even though there is no doubt that people are equally responsible for cleanliness, providing sanitary services to the citizens is the foremost duty of the authorities.
